10 November 2006 - Publish Cultural Survey Findings

November 3, 2006 – Today, Lothian and Borders Fire and Rescue Service published its regional findings from the first ever comprehensive National Cultural Survey for the Scottish Fire and Rescue Services.

The survey of all staff was conducted in Autumn 2005 on behalf of the eight fire and rescue services and HM Fire Service Inspectorate for Scotland .

The findings cover four main areas - morale, opportunities, equality and diversity, and management and policies - and include:

  • 60 per cent of employees reported that they are satisfied in their job, while 26 per cent are dissatisfied;
  • 44 per cent felt that everyone has fair and equal access to promotion, while 36 per cent felt this is not the case;
  • An overwhelming majority (91 per cent) accepted that it is their responsibility, along with other employees, to promote equality and diversity policies effectively in the Fire Service;
  • 23 per cent had attended an equality/diversity course in the previous year;
  • Almost one half (49 per cent) felt that their Fire Service encourages training and personal development.

Brian Allaway, Chief Fire Officer for Lothian and Borders Fire and Rescue Service, said: “When considering these findings, it is important to acknowledge the exceptional context within which the exercise was carried out. Coming in the aftermath of an industrial dispute, the survey was undertaken at a time when difficult decisions were about to be taken regarding the future shape of LBFRS. There is no doubt that these events had an influence over the perceptions and attitudes towards working life.

However, we do take our employees’ perceptions very seriously and have already brought forward several actions with the aim of improving our employees’ perceptions and experience of work. These actions are of considerable value in addressing the issues raised by our employees and will continue to be developed into 2007 and beyond.”
