Integrated Risk Management Plans

Lothian and Borders Fire Board's strategy is for a shift from an operational (intervention) focus to a prevention focus in order to improve fire safety in our communities. Lothian and Borders Fire and Rescue Service's year two plan is therefore to:

  • Review the location of our fire stations to ensure they best meet our response needs,
  • Review the working patterns of our staff in our fire stations to ensure they are best suited to meet the organisation's needs; and
  • Increase our community safety work.

Proposals for an improvement plan to meet these objectives were presented to the Fire Board at its meeting on the 24th June 2005. The proposals and following discussion documents and reports are attached below. The Board met to make its decision on January 27th 2006.

on the subject of the Making Safer Communities:
Service Improvement Plan 2005/2010

Having considered the Chief Fire Officer’s report and the representations made today and at many public meetings, it is proposed that:

Subject to the detailed points made below, the recommendations in the Chief Fire Officer’s report should be approved;

  • No closures of facilities or transfers of staff and fire appliances be implemented before the necessary new or alternative facilities are operational;
  • The Chief Fire Officer identifies a site for each of the two Edinburgh Fire Stations and reports back on the effect of the locations on response times and fire cover;
  • Any decision regarding the proposed closure of Melrose Fire Station is deferred until the position regarding the financial implications is clarified by Scottish Borders Council and a further report is submitted to the Board;
  • Livingston Station should be designated as a Community Fire Station in the same way as the new East Lothian Station;
  • The proposed community safety initiatives should be initiated in the first year of the improvement plan;
  • Early priority be given to the proposed community safety initiatives in the Melrose, Marionville and Tranent areas;
  • The Chief Fire Officer bring forward as soon as practicable a five year outline plan for the Board’s consideration, giving an overview of the planned action for each relevant year, together with a detailed investment plan;
  • The Chief Fire Officer bring forward an action plan for the Board’s consideration, on an annual basis; and
  • This action plan should include an update on the relevant risk assessments together with any demographic changes that have taken place in the preceding year. Particular scrutiny will be required to ensure that the service developments and initiatives planned in the early years of the Service Improvement Plan are sufficiently robust to deliver an effective longer-term community safety structure in areas where there are known to be significant increases in population

At The Lothian and Borders Fire Board on 24th June 2005, The Board agreed to carry the proposals contained in Lothian and Borders Fire and Rescue Service's document; Making Safer Communities - Addressing the Risk - Service Improvement Plan 2005/2010 (PDF - (1.52MB), forward to the next stage, a three month consultation period which ended on 31 October 2005. The views and opinions we received during this consultation period on the proposals outlined in this document will be analysed and reported on at a future meeting of The Lothian and Borders Fire and Rescue Board.

The next meeting of the Board is 18th November 2005, when the extent of the responses will be reported.

Making Safer Communities, integrated risk management improvement plan 2005/2006 In January 2005 we published our second year improvement plan called ‘Making Safer Communities, integrated risk management improvement plan 2005/2006 (PDF - 1.4Mb)’. This document described how we would target our resources to where they are required and how we will make even better use of them. It also outlined how we will respond to the changing legislation and how we will work in collaboration with our partner agencies.
Making Safer Communities - the intoduction of integrated risk management Lothian and Borders Fire and Rescue Service produced our IRMP titled ‘Making Safer Communities, the introduction of integrated risk management’(PDF - 744kb) in 2004. The IRMP highlighted our desire to change from intervention to prevention. It also emphasised our drive to make better use of our resources.
